The original scope of this project was to provide a new bridge and approach over the railroad. The public hearings discovered the need for a left turn lane into Columbia Academy.
In addition some historic drainage problems required special design to provide storage capacity in the storm sewer system.
Surveys and preliminary designs were provided and right-of-way plans were submitted in 2006.
The project was let for construction in 2007 for a value of $3.5 million.
